付辉平，男，湖北应城人，1983年6月出生，2004年5月加入中国共产党，2005年毕业于河北理工大学建筑工程学院土木工程系，工学学士，2013年考入浙江大学公共管理学院MPA专业学习。2005年7月参加“大学生志愿服务西部计划”，服务于新疆生产建设兵团第十师186团，历任新疆生产建设兵团第十师186团党委常委、副团长，第十师北屯市住建局副局长（城建局局长），第十二师五一农场党委副书记、场长。目前任兵团第十二师221团党委副书记、副政委。

Fu Huiping, male, born in Yingcheng, Hubei Province in June 1983, joined the Communist Party of China in May 2004. He graduated from the Department of Civil Engineering, School of Civil Engineering, Hebei Polytechnic University in 2005 with a bachelor's degree in engineering. In 2013, he was admitted to the School of Public Administration, Zhejiang University to study MPA.In July 2005, he participated in the "Volunteer Service Plan for College Students in the West" and served in the 186 Regiment of the 10th Division of Xinjiang Production and Construction Corps. He served successively as the Standing Committee Member and Deputy Head of the 186 Regiment of the 10th Division of Xinjiang Production and Construction Corps, the Deputy Director of the Housing and Construction Bureau of the 10th Division Beitun City (Director of the Urban Construction Bureau), and the Deputy Secretary of the Party Committee and Director of the May 1st Farm of the 12th Division.At present, he is deputy secretary of the Party Committee and deputy commissar of the 221st Regiment of the 12th Division of the Corps.
